Montenegro in short. After the internship, health professionals take the stručni ispit (professional exam) before a Ministry of Health commission. A written plus oral format is reported for doctors and, with a practical element, for other professions.

Doctors are licensed through the Medical Chamber of Montenegro (Ljekarska komora Crne Gore). Nurses, pharmacists and dentists have their own chambers, while midwives and physiotherapists go through the Ministry of Health.

The language is Montenegrin. Foreign diplomas must be nostrified. Montenegro is an EU candidate, so the directive does not yet apply.

Medical and health education in Montenegro

The Faculty of Medicine of the University of Montenegro in Podgorica is the country's medical school. It teaches medicine, and the university also runs dentistry, pharmacy, nursing and other health programmes at Podgorica or in associated units. Private institutions add further health-related options. Check each programme's accreditation with the Ministry of Education.

Because the country has about 620,000 people and one public medical school, many Montenegrin doctors trained in Serbia, Croatia, Bosnia, Italy or elsewhere. Their foreign diplomas follow the nostrification route before they sit the stručni ispit.

Graduation leads to an internship (pripravnički staž), then the stručni ispit, then the chamber licence. The Ministry of Health organises the exam, which means the commission, the programme and the schedule come from the Ministry, not the university.

Montenegro uses the euro and is advanced in EU accession talks, but until accession the directive's automatic recognition does not apply to Montenegrin diplomas. Graduates heading abroad face the destination's route, such as Germany's Approbation process, PLAB or an accepted GMC route for the UK, or Gulf regulator exams after Dataflow verification. Check each regulator.

A very small system that borrows from its neighbours

Montenegro's rules look like those of Serbia and Croatia, because the health systems shared a legal tradition. The exam is called the same thing, the structure has a general and a professional part, and the licence is issued by a chamber. The differences are in the details: who sits on the commission, how often the exam is held, and what the Ministry publishes.

With few candidates per year, sittings may be less frequent than in larger countries. Ask the Ministry for the schedule early, because a missed date can mean a wait of several months.

Who needs the stručni ispit

All six professions take it after the internship. Foreign-trained candidates begin with nostrification of the diploma. The language of the exam is Montenegrin, and the oral part requires fluent clinical communication.

Doctors: Ministry commission and chamber licence

  1. Graduate or nostrify. Hold a Montenegrin diploma, or have a foreign one recognised.
  2. Complete the internship. Work under supervision in the health system.
  3. Apply for the exam. The Ministry sets the programme and date.
  4. Sit both parts. Written and oral examination before the commission.
  5. Join the Chamber. Obtain the licence from the Medical Chamber.

Other professions

Nurses sit the exam with the Chamber of Nurses (Komora medicinskih sestara), pharmacists with the Pharmaceutical Chamber, and dentists with the Dental Chamber. Midwives and physiotherapists are handled by the Ministry of Health. The format is reported as written plus oral or practical. We have not verified it for each profession, so request the programme.

If you trained abroad and want to return

Montenegro's small medical school means a large share of its doctors, dentists and pharmacists qualified in Serbia, Croatia, Bosnia and Herzegovina, North Macedonia, Italy or further afield. For a returning graduate the route is the same as for any foreign diploma holder. The diploma is nostrified, the internship may be shortened or waived depending on your experience, and the stručni ispit follows. Ask the Ministry in writing how much of your previous training and work it will count.

Graduates of schools in the former Yugoslav countries sometimes assume that a shared language and a shared history mean automatic recognition. They do not. Each state now runs its own system, and documents still need to be translated, certified and assessed.

International students in Montenegro

Some students come to Montenegrin private and public institutions for health programmes. If you are one of them, ask the school two things before you enrol: whether the programme is accredited by the Ministry of Education, and whether graduates are admitted to the stručni ispit and by which route. Then ask whether the diploma will be accepted by the regulator in the country where you intend to work. Without a yes to all three, the degree may not lead to a licence.

  • UK: GMC route such as PLAB, with acceptance of your school's primary medical qualification.
  • United States: ECFMG certification and USMLE, subject to the accreditation condition.
  • Gulf: Dataflow and regulator exam.
  • Home country: your national screening or registration exam.

Language and recognition routes

Montenegrin is the official language. Foreign graduates need nostrification and clinical-level Montenegrin or a closely related language that the commission accepts. Ask the Ministry about the accepted languages. There is no automatic EU recognition yet, so graduates who move abroad rely on the destination country's procedure.

These details are unverified. Check the format and requirements with the Ministry of Health before you plan.

Preparing in a small system

Ask the Ministry how many candidates sat the last sitting and what the pass rate was. Small systems rarely publish this, but a reply tells you how formal the commission is.

Obtain the programme as soon as you start the internship. Study the general part, health law and the organisation of care, in the same weeks you study clinical topics, because the commission examines both. Practise oral answers aloud. If you plan to leave, begin the destination exam in parallel, since the Montenegrin licence is a document you take with you, not the final step.
