Uruguay: why the university, not a national exam, is the gate

Uruguay has no national MCQ licensing exam for Udelar doctors. Foreign graduates validate their degree through a reválida at the university.

Uruguay in brief. Uruguay has one dominant medical school and a clear foreign-graduate gate. The Facultad de Medicina of the Universidad de la República (Udelar) in Montevideo trains most doctors, and Udelar graduates register directly with the Ministry of Public Health without a separate national licensing exam. Foreign-trained doctors go through a reválida at Udelar, a validation process that our data describes as written and practical, with details unverified. For other professions we found no confirmed exam. The language is Spanish.

Medical and health education in Uruguay

Udelar is a public university, free at the point of use, and its medical faculty admits large numbers of students without a numerus clausus in the usual sense, then relies on progression exams to filter. The Doctor en Medicina is a long degree of about seven years, including a compulsory internship year (internado), taught in Spanish. Smaller private programmes exist, and the Universidad Católica del Uruguay trains nurses and other health professionals.

The faculty is also notable for training many specialists through a residency system tied to the public health service. Uruguay's integrated health system includes public and mutualist providers, and doctors often work in both.

The connection from graduation to registration is therefore unusually direct: the Udelar degree is the credential. The Ministry of Public Health (MSP) enters you on the register, and because the university carries the assessment through the degree, the state does not add a separate national MCQ exam. For anyone who qualified elsewhere, the university plays the gatekeeper role.

The reválida: validation by the university

A reválida is the process by which a university validates a foreign degree. In Uruguay it is carried out at Udelar for foreign graduates who want a Uruguayan title. Our data describes it as written plus practical, but the details are unverified and almost certainly differ by case: the faculty can review the programme, the hours and the subjects you studied, and decide which exams you must pass.

That has an important consequence. There is no single "Uruguayan licensing exam" to study for. The content is set by the faculty's own curriculum and exams, and your preparation should follow the Udelar programme.

  1. Request the validation file from Udelar's medical faculty and ask which documents are needed, including apostilled certificates and programme descriptions.
  2. Submit your degree, transcripts and syllabus for comparison with the Udelar programme.
  3. Receive the faculty's decision on the exams or courses you must complete.
  4. Sit the written and practical exams required.
  5. Obtain the Uruguayan title and register with the MSP.

Who this affects

Uruguay is not a large destination for foreign doctors, but it is a recurring one for Uruguayans who studied abroad, for Latin American graduates with family connections, and for people who studied in Cuba, Argentina or Brazil. It is also a good example of a university-centred system, which is different from the separate national exam model in the Gulf or the United States.

  • Udelar graduates register directly. They do not sit a national licensing exam.
  • Foreign-trained doctors go through the reválida.
  • Uruguayan doctors who plan to work abroad will need the destination country's exam, for example ECFMG and USMLE for the United States or the national exam in Spain.

Preparing for a reválida

Study the Udelar curriculum, which follows a strong clinical and public health tradition. Expect questions on internal medicine, surgery, paediatrics, obstetrics and gynaecology, psychiatry, and primary care and prevention. Uruguay has an ageing population, high rates of cardiovascular disease and cancer relative to the region, and a national vaccination programme with a strong record, and these themes recur. Practise clinical case discussion in Spanish and review physical examination technique, since the practical component tests it directly.

TriagePass questions are original. They help with clinical reasoning and format, not with Udelar's own reválida papers, which we do not have.

Nurses, midwives, pharmacists, dentists and physiotherapists

Our data lists registration by qualification for these groups through the Ministry of Public Health and the universities, with no confirmed national exam. Foreign graduates need validation of the title, which may involve a similar university-led process. Ask the relevant faculty, such as the Facultad de Enfermería or Facultad de Odontología, about its validation procedure.

What the Udelar model means for your plan

A university-centred system moves the question from "which exam" to "which subjects". The faculty can look at your programme and ask you to pass particular courses or exams, rather than a single standard test. That makes the decision personal and puts weight on the quality of your file.

  • Attach detailed syllabi, hours per subject and the list of clinical rotations, not only the diploma.
  • Ask the faculty whether it will accept clinical work you have done since graduation as evidence.
  • Ask for the decision in writing, and ask whether it can be appealed.
  • Plan for a year or more, since faculty committees meet on a schedule and examination dates are fixed.

If you studied in Uruguay and want to work abroad

Udelar graduates who leave Uruguay need the exam of the destination. For the United States that means ECFMG certification and USMLE; for Spain, the national residency exam or recognition of the title by the Ministry; for Argentina and Chile, a validation process at a national university. Udelar's reputation helps in these processes, but it does not remove them. Start with the destination's regulator and the matching country page on this site.

TriagePass is independent of Udelar and the Ministry of Public Health. Our questions are original.

Language and recognition

Spanish is the language of study and exams. Uruguay is a member of Mercosur, which has agreements on recognition of academic titles for some purposes, but these do not remove the need for a university or ministry validation in the health professions. Check whether your country of training has a bilateral agreement, and treat any claim of automatic recognition cautiously until the faculty confirms it in writing.
